SPEC §11 launch suite 4 — the ecosystem's own artifact vocabulary (ECOSYSTEM.md section 6: Brief/Verdict/Handoff) rendered as typed tool schemas, plus a decline(reason_code) channel (SPEC §11's own phrase — authored for this suite, not vendored from an existing doc; its provenance record says so honestly). output-format items check the structured shape (json-schema-valid / arg-required-keys); refusal-shape items check that a request needing a real refusal goes through decline() with a typed reason_code rather than an improvised prose refusal. 18 positive + 8 negative.
